IMPORTANT

Summary

This PR should not be merged, it only exists so we can make a release that unblocks a partner who is on a very old release of react native but have no time to update, this won't go into our normal release track as well

• Bump iOS to 10.2.2 (https://github.com/smileidentity/ios/releases/tag/v10.2.2) which fixes retry crash
• Bump android to 10.1.7 (https://github.com/smileidentity/android/releases/tag/v10.1.7)
• Added offline functionality
  • setAllowOfflineMode
  • submitJob
  • getUnsubmittedJobs
  • getSubmittedJobs
  • cleanup
• Added missing setEnvironment and setCallbackUrl interfaces
