Can't make under ubuntu server 10.04

What steps will reproduce the problem?
1. ./autogen.sh
2. CFLAGS="" ./configure --prefix=/usr --libexecdir=/lib
3. make

What is the expected output? What do you see instead?
make: *** No targets specified and no makefile found.  Stop.

What version of the product are you using? On what operating system?
i get scholarzhang with SVN, system ubuntu server 10.04
