Trying to downgrade extension : the upgrade does NOT work #12

What steps will reproduce the problem?
1. Download the latest extension (all 3 methods fail)
2. click "install"
3. Get a message saying "Trying to downgrade extension"

What is the expected output? What do you see instead?
"Trying to downgrade extension" and the new extension, of course, is not 
installed

What version of the product are you using? On what operating system?
1.1.0.261 - Windows 7

Please provide any additional information below.
I tried to upgrade with both 1.1.0.28 and 1.1.0.29 versions, I always get the 
exact same message and the extension is not upgraded
