Aiming function adjust #71

New settings "manual_attack_skill": give less abilities at low level, but still allows to switch to max dps. Allow bots to shoot angry witch. Fix nonstop shove when held chainsaw. fix bot do nothing if "duck == ture" while shoot tongue.
