Add configuration section to App::Dochazka::CLI::Guide #42

Configuration parameters are currently documented in config/CLI_Config.pm and ext/CLI_SiteConfig.pm.example.

Instead of maintaining the documentation in these two files with lots of duplication, add a proper "Configuration parameters" section to the CLI Guide.
