Unlocking the spreadsheet for the CEAB Attribute report #243

To copy the plots from the CEAB Attribute Report into a template it would be easier if the CEAB Attribute Report was an unprotected sheet - that way we could select the plot to copy it.

The CEAB Attribute Report spreadsheet has been unprotected
As displayed in the screenshot, the "save data" feature is disabled (to prevent users from modifying the report template), but will allow contributors to copy the plot
