move discharge and channel width scripts to fwapg #344

These are general purpose fresh water modelling tools. Also, cw/discharge data are currently loaded when generating streams table in access model. If running scripts in order this will currently bail.

Not quite possible at this point - channel width is dependent on bcfishpass.pscis :(

Schedule bcfishpass access model processing and provide method for load to arbitrary pg db before doing this move.

These are general purpose fresh water modelling tools.

Maybe true but they are not peer-reviewed or field verified - they are best used as relative rankings of crossings for field assessments. Moving the scripts over to fwapg makes sense at some point - but at this point these are primarily fish passage planning tools/data.
