SK IP model - use known SK spawning lakes rather than 200ha threshold #350

Known Sockeye spawning lakes are available from DFO/PSE, use these to identify lakes with Sockeye potential rather than the 200ha size threshold. Note also that many (particularly coastal) lakes with known SK spawn are < 200ha in size.

DFO known sockeye lakes table added and loaded with 0ad5c077f9b7dc10bf4905c4b382aefe23d190e3, but we will hold off on applying it to the IP model for now.

investigate (for all sockeye watersheds):

are there 200ha rearing lakes with no modelled/known spawning upstream?
are there DFO known rearing lakes with no modelled/known spawning upstream?
compare sockeye spawning model results based on the two different rearing lake criteria
