consolidate WCRP specific reports/queries etc #538

Just noting this now, separating some of these could make for easier maintenance and discovery.

@andrewp-CWF - note that I've moved auto_rank.py into /jobs for now. It might move once we give this issue some attention but it isn't a priority for me now.

For the short term, at least pull the refresh of crossings_wcrp_vw out of the habitat_linear.sh script, this is a reporting job that does not have to be run in all environments.
