add ~100-250m threshold for instances where observed spawning cancels downstream natural barriers #553

Englishman River Falls is currently downstream of observed coho spawning upstream endpoint.

Edit the observed spawning data for now, but this data is based on 1:50k lines, there should be some fairly large threshold for cancelling natural barriers.
