Work out a permissions system #7

There's currently not a permissions system and when one is eventually created, should it be done on a by-role basis or user-specific basis or what? (Conversation below for context)

You mentioned you have some ideas? I currently don't have anything planned for this, but the permissions should probably be based on discord permissions bar a "bot admin" position based on discord user snowflakes (user id number) for things like !eval.
