I did briefly looked at this at the time without reaching any conclusion. I looked for stars that has zero xyz velocity using a subsample of TGAS that has RV.
But what is it that we’d look for exactly given that we don’t have RV for the majority?

There are 75 stars with pm = 0 within 1-sigma of the proper motion covariance matrix, parallax SNR > 4, parallax > 5 -- here are error ellipses:
