GDI+ installation needs to be verified on all Windows platforms

The current version checking for Windows XP is not correct, so GDI+ is
installed regardless of OS.

It should not have to be installed on Windows XP.

Actually mediate may not support anything earlier than Windows XP now
anyway. I'm sure there is some change we made recently to a dependency that
means XP is the minimum supported version... in which case we no longer
need to install GDI+ or include it in the distribution.

Removed GDI+ from installation entirely. Can't see much point in attempting to 
support versions of Windows 
prior to XP, particularly as there are other features (such as embedding) that 
now require XP.
