Alliance Treaties #637

Alliance treaties should be re-implemented with the following changes:

News entries when treaties are formed
A smaller set of treaty "templates" with a default set of terms and perhaps the ability to choose among a subset of terms (this makes it easier to choose a treaty and also easier to present it in the news):
- Non-Aggression Pact
- Mutual Defense Pact
- Mutual Offense Pact
- Alliance
- War (?)
Add a 24 hour delay for treaty cancellations
Admin tool to manage what treaty types are available in each game

My 2 cents:

Keeping with spirit of the game, the availability of treaties should be selectable on PER game basis.

In addition, there ought to be a cost associated with treaties, we don't want treaties to be a way around alliance caps.
