feat: github actions ci workflow #12

setup a GitHub workflow for CI

checks that docs build
checks that wheel builds
- installs wheel and runs tests

Notes:

dropped support for python 3.7 due to use of math.comb which is not available in this version. 3.7 is also EOL.
some issues building on windows under python 3.11 and 3.12 due to older Pillow version (not something to fix in this PR)
not building under linux arm64 since the actions/setup-python@v5 does not yet support this variant (seems to be on their radar but timeline unknown)

i think by default actions won't run for PR's from external devs unless you specifically allow it.
