Use PDM to manage the project (a helpful precursor to containerizing the application). Made some other changes while I was at it:

Use Ruff instead of Black, isort, and flake8
Remove PostgreSQL support since I was not able to test it (and removes some unused dependencies.
Refactor/update GitHub Actions
Update mypy (and update type hints for newer Python versions)

TODO:

[x] Test on Debian (Raspberry Pi)
[x] Clean up commit history
