all_cvs subscription for buildmaster

mikeleib is subscribed, but no longer runs buildbot.  buildmaster should
not be subscribed because we want to capture cron output.  A new user must
be created that gets email and let's buildmaster read it.

As long as which ever user that is receiving the mail can access the ruby on 
rails there shouldn't be a problem.

one step ahead.  we'll convert to RoR with post 1.0.

For the meantime, we just need to get buildbot going.
