tinderbox output needs filter #22

builders that are in development or the source builder should not be
sending tinderbox logs.  The solution to this is to make OOTinderbox take
in a list of builders that it will email status for.  Or perhaps an ignore
list.

If the master is set to "development" it will not send tinderbox logs.
