Make OOShell and property invocation of scripts standard.  Introduce a step
before CWS to allow slaves to reject before downloading.

OOShell allows scripts to return 65 to reject the build.  It is desirable to 
have a
step before cwsget for the slave to look at the milestone and see if it is 
willing to
build it or not.

cws_get has a configurable blacklist for milestones that will probably break and
therefor should not be builded. Why is an additional step needed?
