scripts trigger builds

need some sort of system to keep spamming scripts from starting a build on
slaves.  Captcha?

Hmm, currently there are no spambots around that force builds. In contrast, 
most of
the slaves are out of work for hours or even days.

I am currently working on a "good" bot that automatically retrieves new "Ready 
for
QA" cws from EIS and starts building them via HTTP GET to the web interface.

_If_ such captcha feature will be implemented in the future, it must be decided
betweend "good" and "bad" bots ;-) (Perhaps using a whitelist for hostnames).
