As private CWSes cannot be built, they shouldn't be Queued.

To implement this it is necessary to connect to EIS via SOAP.
On the other hand I am not sure if this is necessary: why shouldn't they 
queued? It 
takes only seconds to determine that they cannot checked out from Subversion 
and the 
build failes (or is rejected).
