Send build results to EIS #61

EIS has a new SOAP-based API to collect various build and test results.
We should add a module to the buildbot master that submits the testresults
to EIS.

It is possible (and recommended) to write a custom status listener in Python 
the get
information from the Buildbot master and submits them to the EIS.
