Right now there are some hinky things going on, and it would probably be good to have not just the IGNORE_LTI flag for common.inc.php but also something like an UNTEMPLATED flag so that Smarty is not instantiated unnecessarily (as when generating a CSS or Javascript file in CanvasHack).
