I run D2X ver 6 on a usb 3.0 drive without any issues:
Install d2Xv6 into slot 248 base 56
Install d2Xv6 into slot 247 base 57
usb 3.0 1TB drive (Seagate STAY1000102)
Configurable usb loader ver 70 using slot 248 only, System Menu 4.1
Maybe you don't have the right bases ? There is NO need for slot 249, just use
the default 248 is what I would recommend.
Have also used D2X ver 7 final with the same bases and no difficulties with
Config USB Loader (slot 248)

I too have used a Seagate USB 3.0 drive with no issues. It was the portable
1TB version. It works at USB 2.0 speeds of course but it worked no issues.
I used D2x V6 249 base 57
and 250 base 56

Got Mighty Channels 11.1 working well with one big fat32 2TB usb 2.0 hard
drive. Need up update with D2xV7-final base 56 into slot 249, go to advanced
and update SYSCONF. Works well.
Had a similar problem of Mighty Channels giving 1 minutes pauses for each game
load on a fat32 usb 3.0 1TB drive (Seagate STAY1000102), green mode already
disabled. Fixed with D2xV7-final

All the drives I worked with have an external power supply to the hard drive.

This is not true, I have personally tested some non working hdd usb 2.0 with
external power.
So this issue is not strictly related to power type and/or usb version.
Unfortunately certain problematic hdd are not supported by the cios and others
work properly only with certain loaders.
I suggest you to try additional power supply, i.e. a usb Y cable.

mmm... ill try that but the usb 3.0 plug on these drives are different and a Y
cable could be a problem to find...

For what it's worth, I AM NOT able to get WiiMC to work with my usb 3.0 1TB
drive. WiiMC has ties to cios 236 and can not use D2X advantages.
