numcategories= does not work anymore #33

upgraded to 230 and it seems that the numcategories= setting in the ini files 
does not work anymore.  Even with numcategories=7 it still shows all 19 
categories labels.

the new categories menu was made to use 20 categories all the time because I 
thought having only one or two categories on page two would look really silly 
and I didn't think it would bother people if there were extra empty category 
buttons.  But since you brought this up I will look into bringing back that 
setting and just make it 20 by default.  look for a fix in the near future.
