One Piece: Unlimited Adventure Works No NTSC-U Cutscenes works perfectly
now,
for the exception of the last two cutscenes after you beat Evil Guardian/Evil
Master

About region free in general:
- Some games can't run with system settings video mode, they have to run with
disc
region video mode.
- Most japanese games require you to force the language to japanese or your
language(try both)

That tip works for some people, but it still is a Compatibility Issue, there's
nothing I can do in the loader to fix it.

@alebrescia
Don't post warez here! Last warning.
Looks like the game is patched from NTSC to PAL, but without video mode
patches, so
disc region is PAL for the game, but the game doesn't contain the correct PAL
video
modes. Maybe setting your Wii to PAL60(480i) or PAL480p(if you can select this)
inside the wii setting menu helps, if not there's not way to get this game to
work in
SoftChip.
