Code dump when changing the IOS #85

What revision is affected?
r93 and maybe earlier ones too

SoftChip eventually code dumps if the IOS is changed very often. Tested and
confirmed on 1 Wii for now. To confirm/reproduce this issue load different
IOS, old ones(IOS<=21) new ones(IOS>21) and cIOS until SoftChip code dumps.
This should take less than 30 changes.

It seems to be an issue independent from the used IOS. It looks like something 
is
wrong with WPAD_Shutdown and WPAD_Init, but more information is needed.
