Presently, we reference the game's own input state (via Input::GetKeyState) to
determine when we should pull up the menu and such. If you try to use other
Function-mapped actions, like Show Scores or MOTD stuff, it will do the exact
same thing. If you play the game without OS enabled, the problem still persist.
More than likely this is due to how Steam intercepts the DX Input.
So really, this is a Steam problem (as like say, it applies to everything
mapped to Function keys in the game).

I've submitted a support ticket to Steam in hopes that they can fix this issue
themselves.

Got a reply back from Steam on my ticket:
"Hello,
A staff member has replied to your question:
Hello,
Thank you for contacting Steam Support.
Unfortunately we do not offer support for running non-Steam games through Steam.
We will be unable to assist you with this issue."
