Add SNAC Link on created Resource or CPF #2

After an edit or insert, the extension should add a direct clickable link to the SNAC record in the OpenRefine project.

This could be done either by adding an entirely new row , or by turning the added SNAC ID column into a link.

Added to https://github.com/snac-cooperative/snac-openrefine-extension/commit/0192fe1d1c66c647d443f8a3407f9079ee5d2063 and v1.0.0-beta6, however it only generates links for production (not development).
