obfl:validate #19

Add a step for validating OBFL documents.

I think for now I will just implement this in XProc using the obfl.rng file.

Later, I could use the code in dotify.task.impl (ValidatorTask.java). Joel is planning to create an interface for it and make it discoverable (currently it is in a private package).

If Joel is going to do this soon it makes more sense to wait.
