Refactor to work with tunel #25

I think this will be better scoped as a single container app, and one that can be deployed easily to HPC with tunel: https://vsoch.github.io/tunel. Going to start working on this today!

Essentially it will be owned by one user so we can remove the complexity of auth plugins, etc.
