put color proposal up for comments #74

So, this is what I'm supposed to do, right? I can't figure out how to test it because this repo doesn't actually include a web site I can put in localhost. :-(

Well, it doesn't include a website(*), but it includes extensive documentation on how to build a website yourself locally ;)

() Including built files in a code repo is usually discouraged, especially if that means there are going to be lots of duplicates.*
