Relatively Straightforward a11y punchlist #363

These things were all flagged as common issues by SiteImprove / Berkeley's automated checkers. All are valid

Static Pages

[x] /partners has images w/o alt text
[x] /about has an image without alt text

Projects Page

[x] project notes needs tabindex=0 so it can be accessed via keyboard
[ ] title editor will need a label when enabled
[ ] Projects should be required to have a visible / non whitespace title.

Collection Pages

[ ] Need to add labels to editable title+description fields
[x] hide the <ul> element for collection editors when none are present
[ ] Collections have to have a visible title (same as above)

Old Site Sadly some of this HTML triggers issues. We probably shouldn't address most issues...

[ ] fix some missing alt text
[ ] add lang=en to the HTML tag
