User Selectable Timezones #254

Changes proposed in this pull request:

added migration to db for user to have time zone added field to user profile so that when a user goes to settings they can change their time zone via a dropdown *note:

we're still dealing with some issues with the workflow so it says it's failing we also had an issue with the line endings which should be all fixed (using lf instead of crlf)
