This is one of the requirements to get pi4 enabled on uc18. This branch actually also refactors the whole gadget snap, combining what we had in the 'classic gadget' that is used for classic, non-ubuntu-core images. There are still core specific bits needed, but in overall this is closer to the overall goal than ever before.
