.travis.yml: drop the package repositories experimental flag #73

As of snapcraft 4.8 this flag is no longer necessary.

Also build with candidate snapcraft for this until it hits stable.

Opening as a draft until snapcraft 4.8 actually hits candidate, which I'm told tomorrow is the target for.

cc @waveform80 @sil2100 - the snap can be built on LP now too since snapcraft stable has 4.8 too

It occurs to me that there is potentially more cleanup that could be done on top of this to eliminate manual fetching from the archive, but it's unclear to me if snapcraft is smart enough yet to allow fetching packages for other architectures, it used to be able to do this a few years ago, but I don't know if it's progressed to the point now where that works in the new world of bases and such
