Updates to use the new Snapcrafters common CI such that:

Includes an update to the README to follow the latest template and includes CI badges. See signal-desktop / discord / etc. for other such examples.

Also includes an update to add missing metadata.

I've added credentials, and will detach the old build service on merge.
