feat: add autoken for credentialing repos #31

Some basic (if a little messy) automation for distributing credentials to the Snapcrafters repositories so the CI works properly.

Not wired up to the CI yet, as I feel like this is better run out of band because it requires very highly-privileged credentials over the org.

Can you instead add this to a new repo admin-ci?

If we ever hook this into automation, the CI and Admin CI repos will need different permissions.
