This pull request updates the OBS snap configuration to build the latest release - 29.1.3.
I've switched this from building the entire world from source, to re-using the excellent work from @flexiondotorg on OBS Studio Portable for Ubuntu. We now dump that into the snap, and stage required libraries.
Using this method will make the snap more sustainable, as the yaml and launcher are considerably less complex, and the heavy lifting is all done in the obs-portable project.
I've built and run this locally on both AMD and nVidia GPUs, and it appears to function as expected.
