Add post-refresh hook to run sentry upgrade #18

As per https://docs.sentry.io/server/upgrading/ one needs to run sentry upgrade after upgrading, before running services.

error: cannot perform the following tasks:
- Run post-refresh hook of "sentry" snap if present (run hook "post-refresh": /snap/sentry/58/meta/hooks/post-refresh: line 4: sentry: command not found)

This fails, see sentry in the edge channel.
