fix: make sure that HTTP_PROXY and HTTPS_PROXY (uppercase) are set #239

Trivial fix for the Launchpad builder issues we're seeing - I forgot that the patch landed upstream only supports parsing the proxy from HTTPS_PROXY (all upper case)
