Conditional compilation for Windows #10

Fix build on Windows without using configure by using cabal directives. See #5 and #6.

I don't have OpenSSL installed, so I was not able to run all the tests (and some of the tests that did run failed with newline issues). But snap 1.0 and co built on Windows, and I was able to run snap-default after a minor change and log in and out of it.
