feat: Support delegation statement

Using sessions keys, it should be possible for an user on Ethereum or Starknet to set his delegation statement. The statement would includes:

Title: A text with a max of 160 chars
About: A text with a max of 4000 chars, the text should support markdown.
A status: An enum between ACTIVE and INACTIVE.
A source: This would be used if we populate content from external source like KARMA or TALLY.

The statements should be stored on Highlight with a dedicated agent "delegates".
