[BUG] - Wrong explorer link on voting power #434

Briefly describe the bug.

On voting power modal, we are sending users to a wrong explorer link

How can we reproduce the bug?

  1. Go to https://testnet.snapshotx.xyz/#/sn-sep:0x0141464688e48ae5b7c83045edb10ecc242ce0e1ad4ff44aca3402f7f47c1ab9/proposal/8
  2. Click on your voting power, it should open a modal
  3. If you click on this address, it takes us to here https://sepolia.etherscan.io/address/0x0119C171D4ed70853894Ef5431c4Ca6c76E22dAA7759420BA9150b95fc2eB934 instead of starknet

What is the expected behaviour?

Should go to starknet explorer
