Update dependencies and set rust-version #274

Supported rust-version before this change was 1.63, so upgrading dependencies had no effect.

This is particularly useful since tungstenite has upgraded to 0.19, but a few more dependencies are coming along for the ride as well.

Is there any ETA for when a new version is going to be released? I want to update my tungtenite dependency but I don't want to do it while my tokio-tungstenite is using 0.18

Is likely to be released today/tomorrow (currently the GitHub is [partially] down, so I can't really update the remote to update the CHANGELOG, etc).
