Add TikTok support (limited API) #1263

Both backfeed and publish. TikTok currently has no open API for either, though, and I'm unlikely to add any new silos based on scraping. (Even if there is already a mature TikTok scraping community, and at least one full fledged startup with a commercial service.)

Hmm, it's actually not quite that bad. The open API does let you post videos and get webhook notifications for video uploads and other events. There's also a Business API (docs), which is much more full featured, but seems to require a business/ads account. That looks free and self serve, but they also have an API approval process, which looks like it includes human moderation.
