Motivation Creation of GroupedPoly Part of #159

Overview

The implementation follows the idea of fold_transform.
Multiplication by F is implemented
Implemented a simple test of GroupedPoly creation
The plan is to add a benchmark for this function based on a real StepFoldingCircuit expression
