More than one team member for publishing approvals

Allow for setting of/multiple team members to chosen as people who can receive emails and approve publish requests.

After consideration, team members with the role of "super user" will also be emailed/notified of editor review requests, instead of adding the extra complexity to support review request recipient selection... perhaps at a later date, should something like that reach demand threshold, it can be reconsidered.
