matlab client should not run if version is out of date #469

A user should not be able to (or have to force) the matlab client to run if 
it's out of date. Because, generally, we only update the version number when 
something critical has happened. Critical enough that no one should still run 
the old verison.

"or have to force" means a user should have to do something special to force an 
out of date client to run. It should fail by default.
