It is impossible for a user with write permission to a dataset to create a new snapshot in the portal. #470

What steps will reproduce the problem?
1. When users with read-only permission add manual annotations in the Web-based 
EEG-Viewer and save the data, the portal requires them to create a new 
snapshot. 

2. When users with write permission do this, the current snapshot will be 
overwritten.

3. There is currently no way for a user with write permissions to create a new 
snapshot based on the current snapshot in the browser

This should be possible...
